If it didn't rain in California, Arizona wouldn't have
a water supply!!
I live in Washington State and the
rain in California looks like drizzle!
One of these days we'll be shipping
water to other states, too!

...^^;;; the reason rain stays 'mainly' on the plain, it that it is a flat elevation, the mountains, hills, valleys and other areas have different pressure fronts that can keep the rain away
California, from what I've seen, is a large coastal plain, with mountains on the inland side, which stop the heavy clouds from passing over, and instead force them to dump their water in Cali.
