whats the diference between state, county or city cop?

If you want to be a "police officer", join a police department. they do police work.
If you want to enforce traffic laws and write tickets all day. join the Highway Patrol.

Depends on what you want.
Highway Patrol basically does traffic enforcement. Police answer calls for service and enforce the law (includes traffic, property crimes, and violent crime).
Deputies (county sheriff dept) have different responsibilities depending on the state charter - but most actually serve as police outside the city limits. Deputies also serve warrants, transport prisoners, and maintain the jail.
In TN, the Sheriff of a county is the chief law enforcement officer of that county. The deputies actually enforce the law throughout the entire county including in the city limits.
The best position depends on what you want to do, how the pay rates, and what benefits are available.

It depends on what kind of work you want to do. Some city cops get paid a lot more than troopers. They respond to calls for people in their jurisdiction and that stuff.

Most state troopers or highway patrol, focus mainly on vehicle enforcement. Some states pay better than others.

They are the same law enforcement positions, the only difference is jurisdiction.

A city police officer patrols a city, in Illinois, most city police departments have a residency requirement (you have to live within the town you patrol).

A highway patrol officer (in Illinois they are called state troopers) can be assigned anywhere in the state to work.

The pay for state troopers is usually more then it is for small and medium city departments, and less then it is for the larger cities.

So, the questions are.........do you want to stay closer to one particular area? or move all over the state? Or is the compensation your primary concern?

Depends on what you like, if it's traffic enforcement, go with State, if it's community policing and more varying calls go with a county or city.

For the most part the pay usually increases when you move "up", but in some cases and depending on your experience, you could get paid more on a lower level, but for the most part, the pay and benefits are better as you move up.
