To reduce the static electricity in the traveling car. Tirres are made of rubber, and act as an insulator, the wire will ground the car, and reduce the chance of shock, if the driver touches the attendent, or the metal hoop that catches the coins.

A significant amount of static electricity can build up in a car, just by driving down the road, and the tires act as an insulator. Therefore the wire is needed so that neither the toll both attendant nor the equipment will get a bad shock when you pay the toll.
