My cat's front right paw is swelled up. We let him outside every now and then. We don't think it's broken because he was walking on it. We can't take him to a vet yet because none of the local vets are open on weekends. What could be wrong and what should we do? Any advice is appreciated

Is your cat a fighter? It could be that he got bitten by another cat, and the swelling is an abscess (an infection under the skin). However, due to the location, this is unlikely.
Maybe he has a blood circulation issue that causes blood to build up in his paw. Or, as in the above answer, there could be some foreign object/substance that's causing a defense response from his body.
Either way, get to an emergency vet right away. Sometimes cats don't exhibit pain because to do so might reveal that they are weak and vulnerable to attack - a commonly evolved trait for survival.

I would go ahead and get the cat and take it to the vet - it probably has an infection. Pay for the vet service yourself, if you can, and explain to the vet what the situation is. The vet may be required to report this as neglect . Also call animal control yourself (after the cat has been taken to the vet) - this is gross neglect on the part of the owner, and if they are refusing to take her for proper medical attention, I'm pretty sure that this would be considered legally neglect and possibly cruelty. If the paw is swollen, there is almost certainly infection present, and if it's been going on for any length of time, all the more reason to get the cat to the vet ASAP .Also, since you say the cat is always coming to your place, this is further evidence that the owner doesn't care about the cat, is more reason to call animal control.

You could put some ice on it if he'll let you, but not for more than a few minutes at a time.

Do get him to a vet asap tho, as swelling is a general reaction to any trauma or irritation, like a foreign object lodged in to it, insect sting, laceration, sprain. Could even be a small fracture, wouldn't stop a cat from walking on it, they're proper hard cats!
