If you are willing to spend some money, I highly recommend TuneUp Utilities 2007. It comes with a free 30 day trial; so, you can test it out before deciding if you want to keep it. Here is the direct link (http://www.tune-up.com/products/tuneup-utilities/). Take a look at its features (http://www.tune-up.com/products/tuneup-utilities/details/).
If you are on a tight budget then there are several free utilities. Unfortunately, unlike TuneUp, they are not all bundled in to one system utility suite. You have to use several smaller programs to get the same features found in TuneUp.
1. CCleaner: securely temporary file, cookies, recently used documents and obsolete registry keys
2. Erunt/NTREGOPT: creates system restore point and defrags Windows registry
3. Tweak N' Tune: Customizes Windows settings.
4. TCP Optimizer: optimizes Internet connection speed
5. Cacheman: optimizes hard drive performance
6. Eusing Registry Cleaner: aggressive Windows registry cleaner.
7. File Recovery: Recuva
8. Memory Optimizer: FreePAM Pro
9. Program Uninstaller: Zoft
If you are interested in these programs, drop me an e-mail and i can provide you with the download links.
