That phrase means something is consuming you badly like a horrible suit would look on a man.
Have you ever seen a man (or woman) wearing a horrible suit? There's nowhere to hide, they stand out and can't hide their flaws.

I'm not exactly sure - I've heard the expression before (but not for many years), but I think it is the equivalent of saying "they were all over him like white on rice".
But, originally, I believe the saying used to be "It was all over him like a cheap suit" - back then it would refer to a bad situation (if it weren't for his bad luck, he'd have no luck at all), or like wearing really bad perfume or cologne.

Literally it means that "it" (which could refer to the suit of the fact that he is wearing a cheap suit) covers him up completely... but the real meaning it that it is blatantly obvious that his suit is cheap.
It's all over him = it is obvious
