Are these state or local government funds? Is this taxpayer money or are there funds allocated specifically for this purpose (similar to malpractice insurance)?

They ultimately come from you the taxpayer. The state government increases property taxes, or if you have a state sales tax or a surcharge on something else after they have paid the money out to the exonerated. However there are alot of times when they don't pay them a thing. They stall and stall in the hopes that the person gives up.

If it's a state offense, felony, then it would come from the state funds. Most likely from taxpayer dollars, or other funds the state has available. It's rare that people are compensated for the time they have spend in prison. Just recently here in Atlanta, Georgia, a man was exonerated after spending 22 years in prison for a rape that he did not commit. They actually ended up catching the man who really did commit the rape. He was paid one million for his suffering. 22 years of his life gone.... amazing.

to the best of my knowladge, there is no settlement given. i have heard of a few cases of this where the freed individual is very irate about the states unwillingness to even appalogize. if there was a settlement, it would come from the states allocated funds to fight/pay civil suites.

It's pretty much impossible to get settlement money unless the state did something wrong to get your conviction, such as falsifying evidence.

good question never thought of that!!
i would guess it comes from the funds of the courts that convicted em, like feds or state.
I guess the same way they have the victim compensation funds for victims of crime,

first most don't just automaticly get any money.
But if they do, it just comes from general fund and is paid by tax payers
