Prednisolone is chemically related to Hydrocortisone, one of the steroid hormones produced by the adrenal gland (adrenal cortex) which plays a complex role in regulating body functions and without which survival would not be possible.

Prednisolone Tablets are taken as a replacement for Hydrocortisone where this is deficient either because there is a primary failure (or insufficiency) of Hydrocortisone production by the adrenal cortex gland (Addison’s Disease) or adrenal failure (or insufficiency) results from a pituitary deficiency of ACTH (the hormone that stimulates production of Hydrocortisone by the adrenal gland).

Replacement therapy is also required for people who have a congenital adrenal hyperplasia (a birth defect) or in cases where surgical removal of the gland (adrenalectomy) has been performed

Steroid Equivalence Converter
Steroid Dose Relative
Potency Duration
Select a steroid: Hydrocortisone 10 mg
Convert to: Prednisolone 25 mg

Short duration: half-life < 12 hours.
Intermediate duration: half-life 12 - 36 hours.
Long duration: half-life > 48 hours.

So : Hydrocortisone 10 mgm has a short duration of only 12 hours. Whereas the equivalent amt or dosage of Prednisolone 25 mgm has an intemediate duration of 12- 36 hrs. making it more potent.

Relative Potency is relative to hydrocortisone.

RE:
what is the conversion of hydrocortisone to prednisolone?

One is not "converted" to the other, but the fact that they are both steroid-based drugs is their common link. Here's what I found out:
Brand Name: Hydrocortisone. Generic Names: Cetacort, Dermacort, Hnytone, and Nutracourt.
Hydrocortisone creams and lotions contain a steroid medication that relieves a variety of itchy rashes & inflammatory skin conditions.

When I researched Prednisolone, it led me to two other medications that go under different names. You'll note, as you read, that these form the final "steriod bond" that ties these together ONLY IN THAT SENSE:
Pred Forte- Pred Forte contains a steroid medication that eases redness, irritation, and swelling due to inflammation of the eye.
Pediaped (PEE-dee-uh-ored). Generic: Prednisolone Sodium Phosphate- Prediapred, a steroid drug, is used to reduce inflammation and improve symptoms in a variety of disorders, including rheumatoid arthritis, acute gouty arthritis,
and severe cases of asthma. It may be given to people to treat primary or secondary adrenal cortex insufficency ( lack of or insufficient adrenal cortical hormone in the body). It is also given to help treat the following disorders: Blood disorders such as lukemia & various anemias, certain cancers (along with other drugs), connective tissue diseases such as systemic lupus erythematosus, digestive tract diseases such as ulcerative colitis, eye diseases of various kinds, fluid retention due to nephrotic syndrome ( a condition in which damage to the kidneys causes a loss of protein in the urine), high bloood levels of calcium associated with cancer, lung diseases such as tuberculosis, severe allergic conditions such as drug- induced allergic reactions, severe skin eruptions.

Studies have shown that high doses of Pediapred are effective in controlling severe symptoms of multiple sclerosis, although they do not affect the ultimate outcome or natural history of the disease."
