Travelling to the states for the first time and not quite sure if prices on the price tags are inclusive of sales tax, or sales tax will be added on upon payment?

The base sales tax rate in California is 7.25 % but local jurisdictions are permitted to add something to that. I believe the highest is 8.25%. That amount is normally added when you pay.

Sales taxes are always added on at the register. That's universal throughout the US in states that have a sales tax. You will see an exception to that if your travels take you to Hawaii. Their tax is actually a gross receipts tax, not a sales tax, and is included on the shelf price but is also usually listed on the sales receipt so you'll know how much you tax are paying.

Gem has obviously never traveled outside the US and encountered the VAT system where the tax is included in the shelf price. That's actually the norm in most countries.

Taxes are almost always added at the register in the US (and probably the world).

Rarely will the tax be included.
