Anata ga daisuki desu or just daisuki desu.

ETA: Hontou desu yo.

If you are speaking to someone in plain form, you can say daisuki da or ai shite iru. If you want to be a little more polite (and endearing) you just conjugate into the -masu, -desu form as appropriate:

Daisuki desu
Ai shite imasu

Also, if you want to add an "exclamation point" to the phrase, just add "yo" to the end.

the simpliest and most commonly used word is "aishiteru"(愛してる)
the polite form is "aishitemasu"(愛してます) or "watashi wa anata no koto wo aishitemasu"(私はあなたの事を愛してます)
