Your sunburn will not go away fast until your skin heals itself (peeling), etc. If you want to stop the pain quickly, use plain white vinegar, and apply with cotton pads. It cools your skin, eases the discomfort, and helps you feel better quickly. Don;t worry about smelling like salad dressing either, the smell goes away in a few minutes. Aapply as often as needed. You can also soak in a vinegar bath for relief. The direct application method works the best for me.

You don't. A sunburn is damaged and dead skin. It has to heal just like any other wound. The best you can do is use topical medications to ease the discomfort till the healing does its work.
Then, stay out of the sun, or use at least SPF 30 sunscreen.

Crush some real aspirin and add it to some cool water. Sponge it over your skin while in the shower.
Also cold milk applied over the burn in the shower or yogurt can be very soothing

I don't think you can, your skin needs to heal it's self by peeling and you can just keep in moist by using lotion.
