It all depends on the context it is said.
If you are saying, "excuse me" in a sense that you want to pass in front of someone, then it is:
"shi-tsu-rei-shi-ma-su." It literally means "apologize for lack of courtesy"
If you are saying, "excuse me" in a sense that you want to ask a question or two, or you want to be forgiven for a very minor mistake, then it is:
"su-mi-ma-sen."
The former is more of a formality where as later is more of asking for forgiveness. There are very subtle differences. Neither are useful for major mistakes.
If you stepped on someone's feet, it will be "gomen-na-sai" but that is more like "I'm sorry" than "excuse me."
Next time, please specify the exact context as Japanese language has far more words that describe the same thing than English, and depending on the exact usage, one is more appropriate than all others. In rare cases, you could be very inappropriate if you use the wrong one.
