OK, tell her not to keep the dog, it could go against her as a first offense of stealing.if it is his dog he can press charges. I am an animal cruelty investigator in NYC..and have seen many cases like this, the SPCA should not have told your sister that they could not do anything, i have worked closely with them on some cases...i had to fly out and help with a similar situation. Their job is to PROTECT ANIMALS FROM DANGER AND CHARGE THE OFFENDER WITH THE CRIME OF ANIMAL CRUELTY, which by the way is a fine up to $5,000 depending on how many counts of cruelty they find. if they find 3 counts of cruelty...that's a $15,000 fine and so on. contact the Houston SPCA again and tell them everything you listed here"very skinny, he's hurt and his leg looks broken" and tell them he threatened to kill the dog, give the location, description of the dog (breed, color). you can call anonymous. PLEASE DO NOT LISTEN TO THE PEOPLE TELLING YOU TO TAKE THE DOG, IT IS A CRIME AND YOU CAN GET CHARGED WITH STEALING!! THE BEST THING TO DO IS LEAVE HIM ON HIS PROPERTY AND LET THE SPCA CHECK OUT THE FINDINGS. I am telling you this because I have 5 years experiance and that is the worse thing to do, if you remove the dog, you are not only stealing, but interfearing with the case. also when the SPCA finds all the problems, they will take the dog back to the shelter with them, fine the owner for as many counts that they find, and he will be put in jail for up to 3 or 4 years. The SPCA will have a vet look the pup over and give him the care he needs, and food, water he needs. Then when he is all better, they will see if he is adoptable, they will put him through numorous tests and if he passes, he is already to go home. if he fails, they will give him the training he needs! If you or your sister can have a dog, take him. I'm sure he will make a great pet!!

It's hard to believe that an agency that's supposed to protect the helpless is doing nothing. This gets my blood boiling! Contact the police or ASPCA again & if they won't do something, contact the media & tell them that's what you're going to do. And as for the idiots that are hurting this dog, can your sister get it out of the neighborhood to a safe hiding place? If they can't find it, they can't hurt it.
This is something I did 12 years ago & after the owner realized I wasn't joking, they just left. She has been a great addition to our family. Since then, I've accumulated friends that help me when I have this kind of situation. We've spared several dogs a lot of pain.
Thanks for caring what happens to this poor thing & trying to help.

oh-kay, sooo I'm not sure what spca stands for but I would goin this order when making phone calls:
animal police department
general police
animal control
your local vet can give advice and your local animal rescue shelter maybe willing to help...just in case take some pics of the dog and it's injuries; have the name and address of your the owner when you make the calls

His leg might be sprained or brocken. Try to move his paw to the ground and see if it hurt hims. and to seeif he does still have feeling in the leg, get some twisers or somthing sharp and poke him in the leg , BUT don't poke the needle like right into the like ur giving a shoot. Just put some pressure on his leg. And if he doesn't wine a bit. Then he doesn'y have feeling in it. So I would take him to the vet and not let his leg get worse!

I would call the police and let them know about this dog. It doesn't deserve to be treated like that by your neighbor. Hide it till the police can look at it. Maybe call your local shelter and see what you can do about it. Someone needs to take that dog away from him.

I would take the dog to your local animal control department for an exam and let them be the ones with this issue on their hands not yours. They may take more notice if you bring it to their attention in that manner. It is not going to do this animal any justice to go back to where he came from.... He will most likely end up dead. I hope that you are able to find help ! Much luck !!!

Call the police right now! Certain cases of animal cruelty are now a felony in Texas.
