Call his doctor or get him to the emergency room. 101 is "iffy" and he should have at least been given Tylenol or Motrin then. 103.5 is dangerous, and the lethargic way he's acting, and a hard/bloated tummy are all signs that something is actually wrong. He should not be having a fever climbing that fast, with those other symptoms, and still be at home.

Give him a cool bath and see if that brings down his fever. If you don't want to do that take 2 cool wash clothes and put one under each are in the arm pit.
You may also want to call the help line nurse at the local hospital for other ideas.
But this is 2 ideas my pediatricin told me to use on my little boys and it worked.

Hi I have only ever used panadol to bring down temps. I was told from the childhood nurse that a temp lasting more than 48 hours and higher than 40C should seek medical assistance at either docs or emergency room at hospital. Ring the maternity ward at your local hospital and they will advise you on what to do.

103 was our magic number for a trip to the hospital. They can get the fever down and determine what caused it. If you wait and it hits 104 GO!

One time my son woke up crying with a temperature of 104...ER in the middle of the night, turned out to be an ear infection.

if he is eating ok and getting lots of fluids ...... dont be too alarmed ..... keep his clothes off and keep him cool.... but I think that you should still arrange to see a doctor or health physician ...... you can never quite tell with babys ...... with my baby I just continue giving him fluids and paracetemol and keeping him cool and usual the next day he is fine.

CALL YOUR PEDIATRICIAN IMMEDIATELY. IF YOU DON'T HAVE ONE TAKE HIM TO THE EMERGENCY ROOM.
You should've called the doctor in the afternoon. If he has any more symptoms at all, just bundle him into the car and go to the emergency room.
