The tea cups are for fairies. Usually something sweet such as milk or honey was placed in them as a gift to the fairies. The wheat stalk is a harvest symbol. No need to fear any of these things. If you buy the house and they bother you, just remove them. Other people's beliefs, not yours.

it means that you have a small teacup pottery bowl on top of stacked rocks outside in a garden. The house was probably haunted and the old owners wanted to send away the bad spirits.

It is definitely not Feng Shui. I don't think it is anything negative, either.
I have no idea of fairies. You may read up. I thought it was decoration or they would use those cups for bird feed, bird bath if big enough.....
About those colors, they bring in good luck.
If you feel uneasy, remove them. Each to their own.
If you feel VERY uneasy, I suggest you do not buy the house.
In any case, wherever you buy, do a cleansing. Sprinkle salt water everywhere, burn salt too.
And burn joss sticks to cleanse the air.
You will feel good.

About the rocks and bowls I don't know. Wheat is usually a symbol of harvest or increase in a financial matters. Red is a color of power or fire. blue, air or water, yellow the sun. There are a bunch of different things they could symbolize... Sorry!
Or they could have just been odd.

It means the last owners believed in Fairies and were trying to keep them appeased with offering them liquids. The colorful stalks are probably for good luck or welcome. Nothing to worry about it probably is a beautiful home so don't let minor details such as these stop you if you felt comfortable with it.
