I am simply practicing hirigana and katakana by trying to read childrens japanese books from the library. I have a question..If the writing is from top to bottom you read the lines right to left right? Secondly when it is written more typical from western, how can I tell I am reading it the right way? When is it from left to right or right to left?

stupid question I know.

left to right. or top to bottom left to right
hiragana is for their language or for elementry language
katakana is to translate to other languages and names

anata no tomodachi desu is you are my friend
the sentence structure is
you are my friend is
the NO in anata NO tomodachi desu is a word of possession

another example is
anohito NO namaw wa nan desu ka
what is your name
the NO is also possesive

If it's top to bottom then it's from right to left, yes. If it's straight across, then it's just left to right. Both go from right page to left page. You can tell if you're reading it the right way by if it makes sense or not.

Also; it's hiragana, not hirigana.

I`m pretty sure it`s top to the bottom. And that`s not a stupid question, I`m sure lots of people have wondered that. And that is so cool that you`re trying to learn Japanese. I am learning Spanish. Good Luck!

its always on right to left

ex. here a page. where we normally would start vat the left hand corner they start at the right. hope it helps
