When a staph infection of the skin is first starting is it painful or just itchy?

Usually starts out itchy...then may become painful.....mother of 3 here :)

It can be both itchy and painful, for some it can sting especially open to fresh air. One thing that works on staph infection is antibacterial honey, you can buy it at most chemist. It literally cleans up the staph infection....
