"Best" is hard to answer without knowing more. Even then, personal characteristics such as the size of your hand will determine which brand/model is best for you. Grip angle and trigger characteristics also vary between manufacturers and are a matter of personal preference.
Without actually shooting different models, it's pretty much impossible to tell which you will prefer.
With that said, two top of the line brands would be Glock and Springfield Arms.
The Glock G17 (full sized), G19 (compact) and subcompact (G26) range from about $500 to $550 depending on the model and where you buy it.
The Springfield XD9 is also a very nice weapon and comes in a variety of barrel lengths and usually sells for slightly less than the Glocks.
My advice is to go to a gun store and handle several models to see which feels most natural in your hand. Even better if you have some place which will let you fire some of them (not uncommon, usually with a small fee for cleaning).

I think one of the best is the full size Glock model 17, which can be had for approx. $ 500- $525. If you like something a little smaller the compact Glock model 19, for the same price.

Beretta 92FS is the most reliable hands down. I got mine new for about $560.00 last year. In my 4 years military I have NEVER had my pistol jam and any malfunction was due to operator error. The one I own has never had one problem either.
Beretta model 92 is standard issue for the U.S. military. When the bidding began in the '80's, the conteders were Beretta, Sig-Sauer, Glock, and Ruger. Glock finished dead last with the most jams, malfunctions, complexity and cost of replacement parts, etc. Beretta topped them all with I believe only one jam in 5,000 rounds.
Make sure that you also pick up good rounds for watever weapon you choose. Cheap ammo can cause damage to your weapon. I get Winchester 9mm rounds in boxes of 100 from Wal-Mart and they run about $12 per box.

I would look at a glock 17, I used one for years, shot 1000's of rounds and never a jam. Weapon prices vary greatly from shop to shop, if you are in law enforcement you normally get a good discount also.
But you should get them deal with you in the 550 to 600 range

Glock or Ruger. Take your pick but try them both out at a range where they rent them by the hour.
Don't just buy cheap. Buy what you can shoot comfortably.
