Good luck with that, I'd try a papillon rescue. My mom spent months looking for a breeder with pups for under $600 and finally got lucky a state away. But the puppy will still be about $550.
A rescue will have a bunch of adult dogs and mixes, purebred puppies are hard to find at rescues. But the fee will be about $100. And they're almost always spayed or neutered.

Any good quality dog is going to be expensive. You can tell your parents that it will be cheaper in the long run if they do the research and find a reputable breeder. Getting a dog from a reputable breeder that is only breeding for the betterment of the breed will sell you a dog that will be healthy for a very long time, fewer genetic diseases, and support anytime you need it for the entire lifespan of that dog. However not many people can not afford a thousand dollar dog. Papillon rescues are a great thing. Usually the adoption cost for an fairly young dog is around 500, older dogs are a little cheaper. Try Papillon club of america www.papillonclub.org/rescue or Papillon rescue 911 www.papillonrescue911.org fill out an application and cross your fingers. Also have lots of patience. Rescued Papillon have been through terrible conditions. The people at the rescues always try to do their best in placing the right dog with the right people. Good luck with your search. If you are the right owner for a Papillon then you won't be disappointed with the breed. They are wonderful dogs.

Please be aware that breeding costs a lot of money. A good breeder that charges over $1000 for a dog RARELY makes any profit, and if they make any profit, it's not much.
Dogs that are sold cheaply are often from 'backyard breeders.' They have no paperwork and may or may not be registered, but if they are registered, it's with a kennel club such as UKC or CKC, which pretty much allow you to register any dog (as opposed to AKC, which has certain req's). They have not been bred selectively to ensure the healthiest body, nicest temperament (which is mostly inherited, believe it or not) or things like that. You're taking a big gamble in buying a cheap dog.
Also, if you can't afford an $800, how will you afford to maintain the dog? What if it suddenly gets injured or sick and needs a $1500 surgery? These are all things to consider.

First, don't buy a puppy from a pet store. You are paying a high price for a puppy that is poorly bred and will probably have serious health problems and end up costing you a ton of money. Pet stores get their puppies from puppy mills. Puppy mills breed dogs like they were chickens. They don't care for them at all. It's all about making money.
Look on Petfinder.com. You can find dogs for under $300. Most will be adults and for your money, you will get a dog that has been vaccinated and spayed/neutered. You could also check out your local SPCA and animal shelter.

$300 is not really in the price range of a papillon purchase, you may want to consider another breed or try and find one at the pound to adopt.

I would reccomend you research this breed a little closer as they have alot of problems like von willdebrands disease which that affects their blood .they can also have luxating patella as well . so you need to research the breed . I have never heard of a papillon under 800.00 and I have heard of them being around 2200.00 . good luck .
