You don't neccessarily have to wear a dress. I've worn a long black skirt with a lacy white top to a wedding before. It's totally fine. There is also the option of an elegant skirt suit with nice jacket. You just have to know where to look. Also, if you'd like something different, there are some really elegant pantsuits out there. You may have to go to a slightly upscale store to find an appropriate one (otherwise it might end up looking more like a buisness suit) but its very possible to find a nice one. FYI, when my friend got married her mother wore a pantsuit to her wedding and it looked very nice.

You do not have to wear a dress. However, if you want to wear a black skirt with a white shirt, dress it up a bit. Wear nice shoes, style your hair nice, wear some jewelry that compliments your outfit...it does not have to be a lot of jewelry, but perhaps an earring and necklace set. As long as you wear something nicer than everyday clothes, you should be fine. NO TENNIS SHOES!!! :)

no, i dont think so...if by "formal" you mean black tie. In which case you should wear something more along the lines of a ball or evening gown. But there are many levels of formal. If the invite expressly states that it is formal, I would go with something fancier than a skirt & blouse.

If the skirt was silk or velvet or satin (some evening fabric), not cotton or denim, and the blouse was feminine and silk or satin (again, not a cotton button down), and you wore some evening accessories, it would work. But generally, you wear a dress for formal occasions.

It depends. If the skirt is velvet and the blouse is silk (or some other formal combination), and you wear nice accessories, it could pass.

It would have to be an extremely dressy skirt and shirt! Put on lots of bling, a fancy up-do, high dressy strappy sandals, and you're ready to go!

If you wear that you might look like one of the waitstaff. How about a nice pantsuit if you have an aversion to dresses?

If you dressed it up with accessories, and wore some cute shoes (not going to the office pumps, but evening style) it would work. Good luck

Probably. You might feel uncomfortable if the rest of the guests were dressed appropriately and you look like the wait staff.
