I don't think the Catholic Church has an official stance on neutering pets.
God blessed Noah and his sons and said to them: "Be fertile and multiply and fill the earth. Every creature that is alive shall be yours to eat; I give them all to you as I did the green plants. (Genesis 9:1-3)
The Catholic Church teaches:
+ It is a sin to cause animals to suffer or die needlessly.
+ It is not a sin to kill animals with as little suffering as possible for food, clothing, and the health and safety of humans.
+ Medical and scientific experimentation on animals is a morally acceptable practice if it remains within reasonable limits and contributes to caring for or saving of human lives.

the christians and catholics often allow neutering however they refuse if the animal is pregnant for example it is reasonably safe to spay a cat that is 2-3 weeks pregnant the kittens are not fully formed at all and the cat or dog will carry on as before
they do however have problems with euthanasia and the highest euthanasia rate s in the uk are from animals in shelters that cannot be rehomed if you spay and castrate dogs and cats the idea is you will be reducing the animal population so that there are no accidental pregnancys and also there are diseases particularly in cats that are passed on by sexual intercourse and these diseases such as fiv and felv are fatal and cannot be cured
euthanasia is not a nice thing for anybody involved however when an animal is suffering and in pain that we cannot alleviate with morphine surely it is kinder ?it is not mutilation the animal does not need the organs to survive and as long as the procedure is carried out under suitable anaesthetic they are back to normal the following day and with no adverse side effects

The Catholic Church has no objections to spading or neutering pets.
God gave mankind dominion over the animals. The animals are here to serve us. We can eat animals, use their fur for clothing, etc.
Having said that, animals are still creations of God and we are obliged not to abuse the resources they provide.
Again, I reiterate that mankind has dominion over the animals. It is people who are made in the image and likeness of God, not animals. That is why artificial birth control is morally unacceptabel for people but not necessarily so for animals.
The spading and neutering of animals is not considered "mutilation". The spading and neutering of people is mutilation.
Life is life, but the life of a human being is worth more than an animal's life. Does that mean an animals life is worthless or meaningless. Of course it does not.
To equate the lives of animals with the lives of humans is to either elevate the lives of animals to something they are not, or it is to diminish the lives of people to somethhing it is not.
Yes, there are many dogs and cats being euthanized in animal shelters. I see that fact as justification for respecting the lives of animals by adopting those animals in need of a home.

Going forth and multiplying applies to us, not to animals, and certainly not to domesticated animals kept for pets. While I have never hunted, I, and anybody with a high school education, know that without culling the herd, you have disease, starvation, and destruction of the environment. We don't hunt dogs and cats (mores the pity, I hear cats taste like chicken) but their population can be controlled by spaying and neutering.

Yes. It is inhumane not to and irresponsible. Part of being stewards is proper care and planning for the future.
