This may be referred to as 'TSR', or 'terminate and stay resident' I think. I presume you're not just referring to user created files though?

Non-volatile. It refers to ROM (Read Only Memory, such as on CDs or DVDs), data stored on hard drives, floppy drives, flash disks, etc. and the CMOS memory of your BIOS which is actually powered by a small battery so that's not quite the same. This is when you switch off your computer.

or, as Jon says, TSR (Terminate and Stay Resident). This is when you don't switch off your computer, but simply shut down the program.
