I know you might be tired of hearing it, but the small cars from Toyota and Honda have proven themselves well over the years.
Both the Corolla and Civic have proven themselves to be highly reliable, and decent models with AC and cruise control can generally be had for about 16,000.
The smaller cars from both companies, the Yaris and Fit, have yet to really prove themselves in the long run, but given they come from Toyota and Hnda, they should be as good as their larger counter parts.
Also, the Scion Tc, aswell as Xb and Xa all retail for around 16,000, and usually have good amounts of standard features, like cruise, AC, power windows and locks, aswell as standard transmissions.
16,000 will usually get you a compact or sub-compact car. If size isn't an issue, then these would be the cars for you.
My suggestion would be to definetly take a look at the Toyota/Scion and Honda offerings. These would be the cars that would most fit your criteria of being easy to drive and not giving you any heartaches. And they'll also hold their resale value the best compared to the american counterparts if you ever feel the need to sell it.

Tyler is right about the Fusion, however they are more than $16,000.
Ford is restyling the Focus for '08 & that will be released VERY soon .......so you know what that means ? That means 'Model Year End Clearance" is going on right NOW on Focus!
It is recommended by Consumer Report magazine & gets great gas mileage too!
