...that people are not allowed to keep cremated remains in their home other than in a special urn, and that scattering ashes is also not allowed? (according to the rules of the Catholic Church). Wow. A lot of people, including me, must be going to hell?!

And this is why I am no longer a Catholic. The have rejected and refused the commands and feasts of God and replaced them with their own law and tradition of man, judging harshly those that do not follow their own statutes, yet can provide no scriptural foundation for these statutes. They have made a mockery of the authority of Jesus.

That's funny because I remember seeing a priest spread the ashes of the nuns in the garden outside their rectory. Maybe he was just kidding and it was just leftover ashes from one of their rituals like ash Wednesday. He did have a twisted sense of humor. Many Catholics probably don't apply these rules or just "Pay" penitence for breaking them.

I am not aware of any biblical text that would forbid such.
It would be no different than hanging on to a cherished photo as a reminder of the person who has passed. (It is a personal decision and is not considered a sin)

Hell doesn't exist.. so don't worry about it. If all of the beliefs about hell were true not only would that make it logically impossible, but everyone would go to hell.

I had experienced something like this with my dads ashes
we wished to scatter them in the park ( a place he loved )
we were told that we had to have permission and that it would cost money .... as it would be considered a burial
i did wonder if it was about ethics .... or money
