I don't think there is, unless you personally hand it them or leave the tip with the note specifying its for the cleaner. If you leave it with someone else to pass on you can't be sure it will actually reach them if you know what I mean.

You should tip the maids. They clean up after you and sometimes really nasty people. They do a hard job and they should be rewarded a little extra than the state minimum wage. You should generally tip at the end of your stay and leave it someone where they will see it and its clearly marked for housekeeping. Depending on your stay & service & how messy you are should determine the amount you leave.
