My skin is very pale also. Instead of a tan or such like that I use a pink or peachy blush for my face on the apples of my cheeks.
But I drink A TON of water to hydrate my face.
And the most important is get a goods night sleep of at least 8-10 hours..because while you sleep, your skin cells have more time to reproduce its stuff and make your skin all nice and glowy.
Water helps a lot! Take vitamins everyday too.
Some of the scrubs or cream facial washes from Garnier Nutritioniste or Neutrogena are amazing.
I prefer products from Garnier Nutrioniste like the Garnier Nutritioniste's Nutri-Pure microbead cream scrub, not only does it smooth my skin after a face wash--it makes me feel like my skin is more alive, fresh, and glowy! REMEMBER to use it RIGHT before you go to sleep and apply a bit of lotion and when you wake up--you wake up with a dewy glow! You can use this daily depending on your skin I guess. I use it twice a day, morning and night. People always compliment on my skin thanks to it!
You can get this stuff at any drug store pharmacy like CVS.
If you have time everyday, take a short walk but remember to apply lotion or something with at least 15 SPF to protect your skin.

Make sure you are eating well and sleeping enough and drinking plenty of water.
That being said find a good regime and stick to it.
Hydrating wash, toner and day cream
repeat at night use a night cream
Do you exfoliate twice a week on a clean face?
How about a weekly mask (on a clean face not on a day you exfoliate)
Before you wash your face why not take a warm wash cloth and heat in micro and repeat.. to add color and warmth and open your pores.

Avon has some great facial products that are good prices, drink lots of H20 to flush out the skin, and stay out of the sun you don't want skin damage due to the sun.

Try a new look, maybe a bronzer now that we are going into summer. Try a new palate of color, a lot of stores will accept returns on makeup they will just not advertise it so check it out. What have you got to lose?
