How can I make friends in a strange city?

I just moved to Toronto and I am not working yet. I'm usually quite sociable, so I'm finding it desperately lonely.

If you are just interested in finding people to get to know, then try the church of your choice, or a volunteer activity. Recently there was a segment on Oprah, advising women, where to meet men, and they advocated, a large hardware store, or sporting goods store. Stop a man, and ask a question, about something. Make sure you check for a ring. I had a friend who met a girl in a sporting goods store, where she asked a question about some equipment. They've been dating for several months. Good luck.

toronto is one heck of a town, just walk around between the pubs, if you are a friendly person you will do just fine

Start by saying hello to people, wherever you encounter them. Strike up a conversation about something, even if you are not totally sincere at first, just to get things going.
