No title, no sale. If he cannot get a title, don't do it. You make him get a replacement title and then buy it. Really, don't be stupid, you know? So many scams everywhere. Tell him you really want it but you must have a title.
You can also get the license plate number, VIN number and his full name from him and call the state vehicle licensing in MA yourself to inquire of ownership. This way you'll know if he's legitimate or not. It could be stolen.
But do not close any deal without a title. I just sold my boat and I lost my title. The guy had paid me and then he was disappointed that I didn't have the title. I told him to give me like a few days to get it here. I had moved from another state so I had to call that state and have it sent to me where I currently reside.
I didn't want to give him his money back, so I stayed in contact with him letting him know I'd ordered the title and that it'd be here in a few days. It came about a week later and I signed it over to him, but the thing is, we live in the same town. You don't have that luxury, so tell the guy until you get the title you will not give out any moneys. Make sure his name matches what's on the title. You can call like I said above and do your own checking to be sure. Of course, it's all up to you.

Stop. Don't do it. Every vehicle in Massachusetts, has a title. It comes from the Registry of Motor Vehicles. He may not have a clear title, if he owes money on the bike, or it could be stolen. In any case, he should be able to get a copy from the RMV, if he lost the original.

Do not buy the bike, the owner is the only one who can apply for the lost title. He is giving you a line of crap, turn and walk away from this deal!

No title = NO SALE! Period!
If he's legit, tell him to get the replacement title himself. If he can't or won't do that (there's no good reason for him to not do so) tell him to pound sand.
