heh heh...the flippant answer would be that commercial photographers make money and fine art photographers don't.
Fine art, is art. It appears in galleries and exhibitions and if it is good, can command a high price paid by someone who wants to hang it on their wall or show it off to their friends. Commercial photography is all about taking photos for business use. Magazine ads, billboards, product shots for the web, menu photos, etc...are all examples of commercial photography. The goal here is to sell a product or a service not to exist for aesthetic reasons alone (which would be the case with fine art).

Commercial photography often has a different motive... "Get this shot we need for this purpose for this amount of money."
While fine art photography has a slightly different motive: investigating a new idea, playing with the process, ideally without dollar signs in mind.

commercial photography is taking k-12 school photos for the cume file, quick efficient get er done. fine art is taking the senior portraits.
commercial photographs of landscapes are composed with the thought of having writing super-imposed on top such as "10 best tourist traps". fine art landscapes portray the story without words.
commercial photos are sold to industrial buyers to satisfy the customers needs. fine art is for commissioned work, galleries, or personal collections and reflects the values of the photographer.

at their behest and what they want.
Fine Art photographers are shooting at the behest
of their aesthetic and their "eye".
