Electric utilities are generally allowed a voltage range around the nominal value. ± 10% is common for commercial and industrial customers. Residential service often has tighter tolerances.
A nominal voltage of 120 can range from 108 to 132 at the electric meter. If you are going to measure with a voltmeter, find an outlet as close to the main panel as possible.
High voltage can greatly reduce the life of incandescent light bulbs. Low voltage can cause motors to have difficulty starting. Low voltage will also reduce the power output of electric ranges, toaster ovens, resistance heaters, etc.

In the US it should be about 120 volts plus or minus 10%. That means no less than 108 volts and no more than 132 volts. If you are in a country that uses 220 or 240 volts apply the same percentages to find the expected range of voltages.
If you (or a friend) own a voltmeter it is easy. Just poke a probe into a regular outlet and read the AC volts on it.
Otherwise if the light bulbs seem very bright and burn out fast it may be too high. If your stove seems to take too long to cook or if the refrigerator seems to groan when it starts up it may be too low. If you think you have a problem ask the neighbors. If it is out of range they would notice it also and you can call the electric company and ask to have it checked.

110 to 130 volts is the range, but 118 to 122 is the norm. This has a lot to do with your distance from the substation. Unless you live way out in the middle nowhere, you should be within the norm, probably on the lower side during peak demand.

If you are in the U.S. it should be from 110 to 120 volts. This is easily measure at any outlet with an inexpensive voltmeter.
Light dimming (if that is your problem) is caused by wire size that is inadequate for the amperage draw of the device.

it depends on the location you are. in Pakistan it is 220v transmitted for daily use and all the instruments work on this voltage.i think we can also measure high or low voltage through some electric instruments.
