What you are referring to are Mitres.
Cardinals Mitres are bigger then Bishops.

Priest do have hats they are called Birettas. (of course bishops and cardinals have these too but the Mitres are for Ceremony. But no one really wears a Birettas very often anymore)

They also under their Mitres or Birettas skull caps called Calottes.

hats and flair do provide a level of authority. In an advanced form we see many millitary medals or merrit badges.

In a very simple form we'll see a young African boy brought into a revolutionary army. A trainer might one day give him some dirty little hat and say now you are the team captain. Makes them a lil more loyal and proud to be doing what they're doing.

The hats of the Catholic church are a direct copy of the double crowns [ Pharoahonic] of upper and lower Egypt.
And they were pagans.
