Both of these are just great examples of how the Old Testament are just a collection of ancient agrarian Hebrew thought writ large.
Basically a woman that is no longer a virgin; you've spoiled her so you must marry her and keep her forever, because we all know no one else would want her! (wink)
And we are God's "chosen people" not to be sullied with anyone other that Hebrews in our temples. These aren't today's beliefs, but back in the day, racism was considered the norm.

De22:28,29 There is an American expression called a shot gun wedding. It is not an option it happens because there was sex outside of the marriage covenant and that can not go unpunished. The sentence is life without divorce. There is also a monetary penalty as the parent probably had a better future planned for their daughter than to be married to a loser rapist.
De23:2 One of illegitimate birth or a bastard was born outside of a recognized covenant and God had a covenant with the seed of Abraham and his covenant partner Sarah so Hagar the bonds woman and her son Ishmael were sent away because God's covenant was with Abraham and Sarah Israel had a covenant with God and an illegitimate child was not admitted to the covenant, it was a closed covenant.
God's covenant isn't an open covenant that anyone can join but it is closed to only the members of God's family and we gentiles are admitted or adopted by faith in Christ. An Islamic or Hindu is excluded from God's mercy or protection unless the leave their family and join God's family then they are under God's family name and their loyality and faith is to God and his people.
The Probition on just anybody joining was to show the special privledge it was to be part of a covenant. A simular model could be developed today with the British Royal Family a lot of people would like to join the family with all that wealth etc but it is a closed covenant and family membership is reserved for the few who are born or marry into it. That is why the church is called the Bride of Christ we weren't born in the Abrahamic covenant but through Christ we marry into it.

Deut. 22:28-29 - the context of this passage is protection of the marriage relationship. In verses 28-29, the woman is being protected against an adulterous man. The adulterous man is being held accountable. The verses say that "he has humbled her," i.e. that he has humiliated her. Also, sex is reserved for marriage. Hence, the man must marry her (a source of economic stability!) and pay the woman's family too!
Deut 23:2 - The context immediately following this verse suggest a marriage of mixed faith. The child of such a marriage is called unauthorized, forbidden, or illegitimate for a very simple reason. Deut. 23:4 gives that reason. God made his covenant with a certain people - the people of Abraham, Isaac, and Jacob. He DIDN'T make a covenant with the Ammonites, Moabites, etc. So, the benefits (and curses) that apply in the "assembly" are reserved for the covenant people of God.

This is for verse 22:28-29
Moses sets forth laws pertaining to: lost property, wearing of proper clothes, caring for interests of others, marrying virgins, and penalties for sexual immorality.
For verse 23:2 It is speaking of the Ammonites and the Moabites
An Ammonite or Moabite shall not enter the assembly of the Lord; even to the tenth generation none of his descendants shall enter the assembly of the Lord forever, because they did not meet you with bread and water on the road when you came out of Egypt, and because they hired against you Balaam the son of Beor from Pethor of Mesopotamia, to curse you. Nevertheless the Lord your God would not listen to Balaam, but the Lord your God turned the curse into a blessing for you, because the Lord your God loves you. You shall not seek their peace nor their prosperity all your days forever.

a) this one is saying that a man who has sex with a virgin must then marry her. the money is sort of like a dowry.
b) this one is saying that mamzerim cannot marry jews (this is what "may not enter into the assembly of the L-rd" is refers to). one thing to note is that while most english translations translate the word mamzer as "b*stard", this is not a good word to use because a mamzer is strictly a person born of either an incestuous or adulterous relationship. the child of an unmarried woman was not a mamzer and did not have these restrictions.

#1. Girls were virgins and no doubt about it, so if forced into sex, the man is not to turn his back on her, but make things right with her father and make her his wife.
#2. For sure the children of Lot's daughters were illegitamate as they could not wed the father of the children. Jacob had twins by his daughter in law, [ she had been married to two of his sons ], he could have married her since his sons were dead, but he just took the twins and reared them, all his daughter in law wanted was to give birth, no where does it say they were illegitamate, but for the woman childbirth meant salvation . 1Tim.2:14,15;

the first one: "if a man has sex with a (well, formerly) virgin woman, (with her voluntary or not) and anyone finds out, he has to marry her and pay dowery and can't divorce her. ( thought this was rather obvious)
illegitimate born people can't be high priests or certain other positions for which ancestory is relevant.
interestingly enough this is one of the reasons why, according to christian belief (that mary was a virgin) Jesus could not be the messiah. ... but if joseph was the father, he might have been able to qualify on that basis.

#2. to "discourage" pre-marital sex.
note that i use "discourage", because this is mad-made laws, and we had been warned that there will be "prophets" who put word's in god's mouth and use his name in vain....
maybe using the "fear" tactic of "one will not enter heaven if one bla bla bla..." is "puttibg word's in god's mouth"? or "using his name in vain"?
