The scrotum shrivels up over time, it does not fall off. It has been cut to get the testicles out, so it will be sore for a couple of days. It's a different technique to dog castration, where the scrotum is not cut. There are no stitches involved in a cat castration.
His throat may be affected by the tube they place in it during anaesthetic. Sometimes it results in a temporary cough too, this should be cleared up within a week.

His voice is rhaspy from anesthisia for the surgery. It will return to normal in a couple days. His scrotum will not fall off , the swelling will go down until there appears that there is none. Keep fresh water available 24/7 to help protect against any urinary tract infections.

His voice will return to normal. The scrotum will shrivel up. Keep an eye on that swelling and soreness. If it doesn't improve in another day I would take him back to the vet for some antibiotics and pain medication.

They actually cut off blood flow to the scrotum. it will shrink with time. Kitty should not be jumping to high places tonight and limit food and water tonigh to small amounts. You may notice him pull a little bit when he walks if he steps too wide, the stitches will pull. All of that is normal. What you need to do is keep a watch on the stitches. If it becomes inflamed and red, he needs to go back. Raspy voice will go away. He has a sore throat from yelling at the vet that he wanted to keep his jewels.

His raspy voice is probably a result of the anesthesia or a lot of meowing. It should return to normal within a few days. The scrotum does not fall off, it just sort of shrinks a little.

Since your cat was already at the vet, you paid for a service, and any questuios or concerns that you have, the vet should have no problem answering your question. I would ask the vet

he's probably raspy because he was crying the whole time while @ the vet, or sometimes they put a tube down the throat for the anesthesia.... that'll change.... the swelling will go down, give it a couple of weeks. Don't let him lick his wound, you may want to put an e-collar (cone) on him....

Voice won't change(raspiness is from exhaustion). If the cat seems really uncomfortable(constant licking of the affected area), then take him to the vet tomorrow.
