State sales tax to KY,
and the Registration tax
in TENN.

If you take delivery in KY (pick it up there) you will pay KY sales tax at the time of purchase and the difference between TN & KY tax at the time of registration.

Assuming that you get a temp tag in KY and register it in TN, you'll only pay TN tax.
If you have to register it in KY to get it home, you'll pay KY tax and should get a credit from TN for the KY tax paid.

You'll pay the sales tax in TN when you register the car.

Both, The difference will be in Tn. when you register it.
