sadly there are very few programs that offer a certificate with the label 'robotics'.
You can get appropriate exposure if you look for a tech school program in 'industrial automation', but that won't let you build robots.
If you want to pursue robotics specifically, there are 3 components, mechanics, electronics and programming.
Ususally you would pursue a degree and the focus on a 'robotics option'. For example
http://www.lssu.edu/eng/programs/Robotics%20at%20LSSU%20(F2006).pdf
is a link to LSSU. They offer a robotics option for people going for computer, electrical, mechanical or manufacturing engineering programs.
If you want to do it quick, you might look at DeVry's computer enginnering technology program and take the embedded systems design option. that will let you practice on their robots, but to design the mechanics requires more education.
there are just too many parts to a functioning robot to cover them all in a short program.
