hot topic, or manicpanic.com. will have permanant, and semi-permanant. you could check out sally's for the spray washout kind, and walmart for the gel washout;)

If you go to your local drugstore like wal-mart or wherever there are these boxes that are bright orange i think the product is called like colorfun or something like that but anyways they have all these wacky fun colors that aren't natural... hope that helps
