You Sure Can....pay a lot for it and its use for you will be very limited because you can not run it like a regular plate...

there are different requirements for different sellers licenses.
In michigan i know there is at least 8 different licenses. It depends on what you do. If you want to have a lot, where you buy the car from the seller, then turn around and sell it, then besides having proper zoning, you need to get a class b license. If you just have a small lot (less then 3 cars) and you just allow people to display the cars, and you bring the buyers to them, then you need a class d license. You need a different license, if you have over 10 cars. For anything besides a class d license, you also need to get fleet insurance. This covers every car in your dealership.

Each state has their own rules and regulations for dealer licenses. Most require you to have a place of business, and If you are going to sell cars retail, you most likely will need to have a sales lot. Check with the Motor Vehicle Department (by whatever name) in your state for more information.
