it would of been one thing if you covered up some friendly fire or accidentally wiped out some innocents with a bomb...but smoking a joint is a capitol offense in the navy...try the air force if you like getting high

Your chances of upgrading your discharge are probably better than that of rejoining, although its not impossible.
The first thing you're going to need is to upgrade the discharge to even apply for enlistment. You should of signed some papers when you were getting processed out. One set was how to appeal to the Board of Correction to Naval Records(BCNR) and one should of been to the Naval Discharge Review Board.(NDRB).
If you're serious about rejoining, file the appeal, and get the ball rolling.

No, plus why would they want to let you in anyway. The Navy is getting more than the number of "good" recruits to fill billets.

I'd say your chances are minimal.
Now, if you want to join the Army Infantry you may be able to join with a lot (LOT!) of waivers. I hear they sort of need people.
