If all you have is the traffic light itself, you need to build a control to make the lights flash. Traffic lights are controlled by a box that is usually on one of the corners at an intersection. This controller changes the light in all the signals for that intersection. The traffic light head is just the lights.

It wouldn't be hard to build a simple controller. Perhaps you could find someone that would help just for the challenge or fun of it.

First, the light itself typically has no relays in it, so you need to build a small adapter that does it for you. Second 125w is probably way too much overkill for home use. An easy fix would be to take a Christmas tree light string that has a a flashing timer and wire it in place. You can find similarly rated high output LED lights to use instead of christmas tree bulbs for more brightness. Or if you can build a small circuit to do the job for you (there are plenty of designs that can be found on the web)

There is probably some relay circuitry that acts as a timer. It may be damaged. If that's the case, it may be very hard to make it blink.
