Teaching a dog to house break by rubbing his nose hasn't been considered teaching since 1958!
Invest in a good book from Pets Mart on raising a puppy.
Yelling, hitting, and acting like a crazy person only teaches fear and aggression--not potty training. In fact, these behaviors actually make potty training worse.
Giving him access to the house rather than confining him is mistake number 2. Use confinement in a crate, supervised positive play time and controlled elimination times and places.
As in life, you get want you want with honey, so use kind words and soft tones of praise for good behavior. When bad behavior occurs in dogs, it is usually because we missed their cue to go outside, or have never taught them where to go in the first place.

Oh boy, you are not very knowledgeable about dog behavior. Bad idea sticking the dog's nose in it. First of all the dog does not associate a puddle of pee with it doing it and sticking the nose in it might just cause the dog to fear you. Do you yell at it? Don't! You never want a dog to do what you want out of fear. Dogs live such short lives that they should always look to you as sanctuary and never ever fear its owner. You need to be with the dog every single minute of the day because once it pees in the house out of your sight it has just learned that it can! Keep the dog on a leash in the house if you have to. Once you catch it actively peeing in the house scoop it up and take it outside. Give a command, I use "potty outside". Do not allow it to potty in the house unobserved because it will be very difficult to train it if this happens. The trouble here is that the dog has learned that it can pee in the house and now you have to correct that behavior and then teach it to potty outside.

Are you talking about a dog or a puppy. You have to take it out at the same time every day and praise it when he does his thing out side. Give it a dog treat when he does. We have a puppy ? 11/2 years old that sleeps in a open wire pen at night and never goes in the house, the dog just goes in of her own accord. Stands by the door and barks when she wants out. As a dog gets older the bladder can hold more so you may have to wait, also knows that when I turn off the TV at night it is time to go out. I also used the word "puddle" each time she went out, "Go make a puddle", when she does I always said "You made a puddle" the dogs associates puddle with doing her thing and she gets a puppy biscuit.

It takes a little persistance and patience on your part and a crate.

BTW, did you know that dogs live in the moment. A verbal command such as "NO" (you should never stick his nose in it) needs to be given at a max of 1-2 seconds after the unwanted behavior. Otherwise your dog thinks what he is doing right now is not good, not the poop on the floor that happened 2 minutes ago. So if you don't catch him in the act, no use scolding him.

Pay close attention to him, when you see him sniffing around like hes looking for something thats when you let him outside, the more you catch him before he goes in the house the more he will see he is supposed to be doing it outside., and clean the area he peed in with vinagar, they dont like the smell of it(my mom did this with our dogs)so they usually stop. But really most of all just keep up with him pay attention to him sniffing because thats usually when they got to go, and if they arent let out quick enough they will just keep going inside.

Walk him outside on a leash give him a command. Use the same command every time, when he goes praise him and give him a treat.
Repeat.
They must go out after every meal and after every nap.
Please consider using a crate and go to an obedience class.

If he pees in the house say NO! and if he goes outside reward him. It will take awile but after a few weeks he will start to remember that if he goes outside he will get rewarded.

Don't try too make your dog feel bad.... Just when u see it goin pee lift it up and the dog will stop put the dog outside then.

Is he potty trained? Just keep trying to get him to go outside. Give him a treat when he does it.

lay out newspaper and tell him no if he doesnt go on it then when hes ready get him a doggy door
