It does sound about right, but it's hard to tell. Everyone is different and reach has as much to do with bike fit as does height. It's best to go to a bike shop and get fit.

Probably. I'm 5'11 also, and I think that's a sort of a ball park measure.

If possible, it is better to have the bike fitted by a profesional, since different bodies make for different sizes, even with the same height.

You can probably use a 19 inch frame in a mt bike as you can fine tune you fit by adjusting the height of the seat and the handlebars.

There is a formula for fitting the correct frame size of a mt bike.
0.60 X your inseam = frame size(usually the length of the seat tube).
