Acne can be very difficult to treat. Most people think that they need to use products that make the skin feel tight and dry, but that is not the case. I think that one of the reasons why you're breaking out is because you might be changing the product too much and you're skin can't get used to the product fast enough.
For me, I use Cetaphil Cleanser and Cetaphil Moisturizer because it's really gentle but it still leaves my skin really soft and clean. Maybe you could try it.
I also recommend Clean & Clear Oil Absorbing Sheets for if you're face gets too oily during the day and Biore Deep Cleansing Pore Strips to get all the gunk out of your pores. You wouldn't believe how much icky stuff could be on your face until you've tried these two products!
All these products that I use cost maybe about $35-$40 altogether and last me roughly two months (or longer if used sparingly), which is not so bad.
As an exfoliator, I just use sugar... seriously, I do. You just add maybe a teaspoon of sugar onto your hand, add some drops of water and GENTLY scrub (just barely apply any pressure). Exfoliate about 2-4 days a week.
There's also this great website that I found that has home remedies and it might help you out. But I have to warn you that some require uncommon ingredients (for example, witch hazel).

Wash your face twice a day with an acne fighter like Clearasil or Neutrogena. They are made to help young skin and pimples. They also have products on the market that you can directly apply to the problem spot for faster help.
Try not to wear too much make-up. It can really can clog up pores and cause more blemishes.
Drink a lot of water. Water is so good for you and your skin!
Get plenty of rest. A good night's sleep can do wonders for the face, mind and body. TRUST ME!
Don't touch your face. Your hands carry a lot of bacteria throughout the day and touching your face with them can cause more breakouts.
TO HIDE IT:
Wear a bit of concealer on the problem area.
Wear a brighter lipstick. This will bring the focus to your smile rather than your pimple.
Wear some jewelry. A necklace or pair of earrings add a bit of sparkle and are a nice distraction.
Also try clearsil and PROACTIVE!! i highly reccomend poractive, it will take a while, but it HELPS!!!!!!!

Anyways, the problem is probably that you're using hella product on it.
If your skin gets too dry or you go from a lot of oil to a little bit, your body will overcompensate and produce a lot more oil cause it thinks it doesn't have enough.
Secondly, fast-food or unhealthy eating makes me break out like none other. Every now and then I get fast food cravings so I eat a lot of it for like a week, and then my pimples just go CRAZY. Eat healthy home cooked meals.
Try drinking more water, it helps clear it up. Also wash up after working out or exercising. Apparently, after you work out, your pores are all open so it's easy for dirt to get into them.
Lastly, oil from hair often slides down and gets onto your facial skin. Whenever I let my hair grow out, I get pimples in the corners of my forehead.

It also depends on type of skin. If you have oily skin, then there is a great chance of having outbreak. First what you can do is to avoid high-fat food, especially those containing saturated and transition fat. Also use good body wash, if you can try to find antibacterial. Most over-the counter medicine may help, but if you have very intensive you should try out proactive, but the best for you would be going to dermatologist.

I had really bad acne problem and tried many stuff such as proactive, other creams and soaps but it did not work at all.
Going to dermatologist is the best way for sure. I'm taking a medication called Accutane. It really helps but has side affects too.

Go to a dermatologist so you can have your condition diagnosed. When I visited a dermatologist, I learned that some kinds of acne don't respond to over the counter treatments. Cystic acne, what I have, is treated with antibiotics and prescription topical meds. Also, stress can be a trigger...try to relax! Good luck!

proactive only works if you keep using it.. my face works on neutrogena acne stress control facial wash & moisturizer. I've tried expensive costimetic but they only work if you use it constantly. Once you stop using it you will get major breakout. acne is mostly from stress. It's a creamy formula with skin soothers, including green tea and cucumber, softens skin while micobeads exfoliate. It's been already 2 months and I've been having a clear face..
