While you're enlisted, go to college -- easy to do because A) the military wants you educated, and B) they'll pick up most of the tab. Once you get a degree, apply for Officer Candidate School

There's a difference between enlisting and becoming comissioned.
If you enlist, you are asking for the Navy to make you an Enlisted sailor. Seaman Recruit, Seaman Apprentice -- Petty Officer (Non-Commissioned Officer)
If you've already joined, then there is one way:
You'll need to get your NCOIC to endorse you and send you to your OIC. From there, if the guy or gal is nice, they'll tell you about the Navy's program.
If you've already enlisted, don't expect to get anywhere close to a full officer for a few years. But, kick butt, do your job, go beyond your job and try for Warrant Officer. There will still be plenty of people who have to salute you without all the political stuff that goes with officers. However, you can only become a Warrant Officer after becoming regular enlisted.

There are several ways. If you can pass certain academic tests and have performed way above average, you can go to OCS. Then they have a way for you to obtain a college degree from a college or university with NROTC. The best officers come up the enlisted ranks, Naval Officers have an attitude problem. You rise through the ranks in enlisted grades and you can become either a Warrant, with w-4 the highest grade, or a Limited Duty Officer, a Mustang.
In four years, I quickly found that LDOs and Warrants were the best to work for, they knew their jobs, had been enlisted and knew how to deal with enlisted personnel. They did not have an attitude. It appeared to me that Academy grads did not have much of an attitude problem. One I served with was really smart, the other was dumb as a box of hammers.

What a naive' question !!
No matter what Service you enlist into, unfortunately they all need Officers !!
You can join ANY service as an Officer - as long as you pass the neccessary tests in the recruitment office... then go on to do your Officer training before joining your ship or Regt.
Alternatively, you can enlist as an ordinary sea-person ;-) and work your way up through the ranks, before being offered an opportunity to become an Officer - depending on the years service, adn what sort of personnel record you have.
It make no difference be it Navy, Army of Air Force... they all need GOOD Officers...

If you are qualified enough you can apply for the Officer Candidate School. This is available to any enlisted military member in all the different branches of the U.S. Armed Forces.

You can go in not as an officer and apply later to officer school...or you can go in as an officer which is highly recommended
