None of these miracles in the Bible were done by man's own strength. And because they realized it, it humbled them and God was able to step in and show His power. So to answer your question, Moses did not part the sea, God did. Right before he did it, Moses said to the people, "Stand still and see the salvation of the Lord." That means that God used Moses for His glory.

It was the waters of the Red Sea that Jehovah miraculously divided to let the Israelites pass through on dry land, but he drowned Pharaoh and his military forces who came in pursuit. (Ex 14:21–15:22; De 11:4; Jos 2:10; 4:23; 24:6; Ne 9:9; Ps 106:7, 9, 22; 136:13, 15)

Moses acted for God. He was the instrumentality for God to act on the earth at that time. Moses, by his faith, acting under spiritual command from God, ordered the seas to part and it was done. God did it through Moses. You could say that Moses did it but that would be denying credit where credit is due.

In Exodus, Moses claims it was God.
In fact, in Exodus it was Moses' implication that he was responsible for a miraculous act that got him into hot water with God, and why he couldn't enter the promised land. God told Moses to speak words to a rock for water to come forth, but Moses hit the rock with his stick instead, suggesting that he could do it using his own methods\powers.

It was Allah who did part the sea for Moses.
Moses is only a Prophet and a slave of Allah, he would do nothing without the help and support from Allah.
Allah created all the physics theories we know and we do not know, and he can change it any time any where.
