We could learn alot from the occupation of Germany.
First, don't go it alone. In Germany we had meaningful numbers of British, French, and Soviet troops to help us secure the country.
Second, if you are going to go to war, go all out. We so thoroughly crushed the Germans that most were willing to accept unconditional surrender. There was actually a small insurgency, but nothing like what is happening in Iraq.
Third, make it a national effort. 15 million Americans served in the military in WWII. Half of them were drafted. Millions more served in supporting roles. Tens of millions more worked and sacrificed on the homefront. In this war we were told to go shopping and put yellow ribbons on our SUVs.
Fourth, rebuild the country in a way that actually helps the people. With the Marshall Plan we transformed Germany into an economic powerhouse. We created an environment in which German businesses could recover and thrive. We did not send over American companies to control everything and bring in foreign workers to take all the jobs! We did not have any designs on German natural resources.
Fifth, partition the country!
We can "win" the war in Iraq if we follow the example of WWII, but it will require a draft and billions in legitimate aid, not the corporate welfare we are currently giving to Haliburton et al.

We at first kept the troops in Germany because of the Russians, then we kept them there because of the Cold War with---the Russians! Now Russia is making noise again & trying to dictate to the U.S. about what we can & cannot do in Iran! Putin is trying to turn Russian back to Communisim, complete with the KGB & all that garbage. Since we are never sure of what he will come up with next, we sorta feel that we are a bit safer with some troops in Germany, just incase he gets too many ideas, even though his country is broke & he can't pay or feed the Russian army, you never know! By the way, we still have, at least, one base in Japan.

Germany was an ally of Japan. Japan attacked Pearl Harbor, then declared war on the US (oops!), the US declared war on Japan, then Germany declared war on the US, and the US returned the favor (Itally & the US declared war on eachother, too, of course).
That may sound like a lot of technicallities, but there was not a lot of sentiment in favor of attacking Germany immediately after Pearl Harbor, until Germany issued it's declaration.
Since the current 'War' involves absolutely no declarations of war by anyone, it's not exactly a comparable situation.

Since WW2 Germany & Japan have limited ability to make war - what was a base of operation within the enemies borders is now a front line aginst todays enemies. Are we in S Korea to fight off N. Korea with an army 0f 30,000 troops? OR are they there to set up a staging area against Korea Russia or any other country that is 12-hrs away from our borders.

Germany is a strategic location in Europe that allows us to train and keep soldiers there for rapid deployment in the continent. It is much faster to deploy troops from there than from stateside. It also is a positive for Germany, since American dollars are being spent there and it allows for good relations between the countries.
