I have also been experiencing this pain in my arms. Over the last few months, I often wake up with numbness in at least one limb. Are these symptoms related, and what could it be?

I would like a bit of history, such as any heart disease, obesity, diabetes, etc, as well as age and the onset of symptoms.

You could have RLS, restless leg syndrome, or pinched nerve, or something else. As for your arms, believe it or not, the problem could stem from your wrist, neck, elbow, or something else entirely.

I do suggest, however, that you see a neurologist and have an EEG done.

There could be many problems causing this. It sounds like a nerve problem that could be coming from your back. Your circulation is definitely not good. I recommend you see a doctor of chiropractic medicine because they specialize in back problems. If you don't get help with a chiropractor I recommend you see an orthopedic doctor.
