Perfectly normal as long as it is not green or really yellow or really profuse. A little on the tip is normal, especially if he has a tendancy to lick it a lot or hump things. And neutering may cut it back, but not make it completely go away.

Has your puppy been fixed? I have seen this on male dogs before it usually does not mean anything.
Maybe just keep a watch. Is the dog going to pee ok??
Call the Vet. and ask them if that would ease your mind.

LMAO - Was he "Excited" at the time? If so, it's a little "normal male discharge".
If it seems to be happening at random, you should have him checked by a vet - It could be a sign of an infection.

It is normal fluid, called “smegma” Not to worry unless it becomes profuse, blood tinged, or green colored.
If it becomes more frequent or he licks the area alot, he should be seen by a vet.

its probly just smegma...its perfectly normal and all dogs get it but usually goes unoticed due to grooming
