What does the pope do? Is he the 'Prime minister' of the Roman Catholic Church or is more like a prophet, who speaks for God?

In lay terms, he is the equivalent (structure wise) as the Chief Justice of the Supreme Court. Only he is the head Bishop of The Church, in charge as St. Peter was 2007 years ago.
His job is to lead The Church. He is not a prophet, but the leading interpreter of the Word of God.

Of your two choices Prime Minister is closer. He is not a prophet. He is a priest. As others have said, one of his official titles is Bishop of Rome. Of course, his job does not really entail the day-to-day management of churches and priests. He is the earthly leader of the Roman Catholic church.

Off the subject - there is no official requirement for the Pope to be a Cardinal or even a priest. The only requirements are that the Pope must be Catholic and must be a man. I am holding out hope. Pope would be a sweet job!

John 21:15-17 states:
