I use time-out for discipline. If my son touched something he wasn't supposed to, I wouldn't get mad, but immediately put him on time out, and soon (about 5 days and 20 time-outs later), he just learned there are some things he's not supposed to touch.
But everyone around your child must be involved with it, it can't just come from you.
Another thing we've done is the "One-Finger Rule" which is, if he wants to touch something, he has to ask and he can touch it under supervision as much as he wants as long as he only uses one finger. Mostly, kids are interested in texture and to find out what something is or getting a closer look at it. If you have some patience as well, you can provide the discipline and allow for some exploration for your child.

I had a unique way to keep my 2 year old daughter out of things. What I wanted her to leave alone, I would put a giant rubber spider on top of it. She wouldn't touch it!

child safety latches works wonders. some kind of locking mechanism will also work too. Been there, good luck.
