If she is currently in the U.S. -- even if she is here illegally, she may be eligible to file for asylum, depending on her country of origin and reason for not being able to return (fear for life, safety, abuse, etc.) She should find an immigration attorney asap to discuss options.
Free or low cost immigration attys are available through various programs, such as www.heartlandalliance.org (Chicago, IL-based), etc.

Go back to your home country and start the paperwork THERE! You can't become legal when you are currently breaking the law.

She needs to go back where she came from.. apply legal and see if they approve.. you can sponsor her if you want.. just have her use you for it.. but if she does it legal she has a better chance of getting a job with a decent pay.. not for pennies under the table..

Aside from aplying for asylum or marrying an American, there's not a clear path for an illegal to become legal. She could go home, and try to immigrate legally.
Her best bet is to wait for Amnesty, which shouldn't be too much longer in coming.
